On NetBSD 10 amd64, with pkgsrc up to date from yesterday morning, and
xfce4-power-manager from just now, it builds/packages and seems to run
ok.  The settings panel makes sense.

So while I can't tell if it's 100% ok, it's certainly building and being
sensible.  Thanks for taking care of it.
