Just adding my bit of voodoo,

cpuid = [ '0x40000002:edx=0x3' ]

in the xen .cfg file might help.  It seems to reduce load in HVMs for
me.  But it may do nothing at all and I'm just completely mad.

Just google the line and you'll get some more info on it.  No real
clue if it works for NetBSD dom0s/non-linux dom[0|u] but I add it
anyway.  If you do some googling you'll find there are claims that it
does something to the clock source.
