In terms of CPU support I would be surprised if libjpeg-turbo could not be built with pure C. The BUILDING.md instructions explicitly say that an assembler is only needed if building for x86 or x86-64. So if it's not building for non x86/x86-64 platforms then that's probably due to some CMake failing, or perhaps due to some oversight in the code w.r.t. handling the target ABI, or some combination of the two. It is after all derived from (lib)jpeg, so if that builds for these platforms then surely libjpeg-turbo can also be made to build. -- Greg A.
