libjpeg-turbo building on fewer platforms than libjpeg can be verified
by simply going to pkgsrc.org and clicking "Browse packages".

The cmake dependency is extremely heavy.

If this change goes through, libjpeg support will bitrot and pkgsrc's
portability will be compromised.

Making this change directly goes against pkgsrc's mission statement.
