I see that we currently do not have packages for libjpeg-turbo (but for jpeg) for:

earmv4
m68k
mips64eb
mipsel
sh3el
sparc

bulktracker doesn't list any failing jpeg-turbo packages

so it's hard for me to say what the problem is here.

Does anyone have details?

If it's heavy for the system you're interested in, you can always
switch the default there to jpeg. cmake is a quite common built tool,
so it will have to be built on most systems anyway.
