Yeah, it seemed that way by the symptoms, but better to be sure...

Sorry, I can't help much here.

One more thing you may try is to make sure that it is not a bootloader
issue and try to boot netbsd 7 kernel on the latest install image for
example (or even other way around if bootloader would work).
Not sure how much bootloader is responsible for this though, but I had
experience of wasted debugging time on bootloader issue when I thought
it was a kernel one.
