That says that estd uses sysctl machdep.cpu.frequency.* to control speed, it
has nothing to do with the CPU and identifying as "Rockchip Mode" is historical.
The ACPI pstate driver uses machdep.cpu.frequency.*, unlike the older est driver
which used machdep.est.frequency.*.
