I've added netbsd-users%netbsd.org@localhost

I think the -e -o bootconf might only be in -current.

You should be looking at
http://netbsd.gw.com/cgi-bin/man-cgi?pxeboot++NetBSD-5.1

Also it might help to see your dhcp configuration.
