*Finally* some good news about the HP Compaq's ciss controllers driver.

It seems like my old PR (kern/39686) has been resolved by mhitch@. I've tested 
his patch on my HP Compaq machine running NetBSD 5.1_RC3, and the performance 
now is much better that before.
I've asked mhitch@ to attach his patch to the PR, so those who are interested 
also can try it out.
