mutt -f pop://username%serv.er@localhost

(I think "mutt -f pops://username%serv.er@localhost" would be pop over ssl, but
can't test this at home.)  Read mutt's documentation yourself for
details.

E.g., you can 

set mailboxes="pop://username%ser.ver@localhost" 

in your .muttrc to make this automatic.
