I have a laptop with (as reported by 4.0.1, that being what I have on
it at the moment)

cpu0: Intel Core 2 (Merom) (686-class), 1795.68 MHz, id 0x6fd
cpu0: "Intel(R) Core(TM)2 Duo CPU     T7100  @ 1.80GHz"
cpu1: Intel Core 2 (Merom) (686-class), 1795.50 MHz, id 0x6fd
cpu1: "Intel(R) Core(TM)2 Duo CPU     T7100  @ 1.80GHz"

These figures are pretty stable.  But this is an Enhanced SpeedStep
CPU, and I have it set up to, at boot time, set the clock speed as low
as it will go.  The max SpeedStep speed is 2000, the min 1200; usually
sysctl during boot reports

machdep.est.frequency.target: 2000 -> 1200

but occasionally the first number is totally wacked out.  Today, for
example, I saw

machdep.est.frequency.target: 27200 -> 1200

yet the numbers reported for cpu0 and cpu1 were still as reported above
(possibly except for noise at the low end of the MHz values).

I have no idea whether the cause of this is related to the cause of
what you're seeing.  But the symptoms are somewhat similar, albeit
appearing in different places, so it may be related.
