Bulk build results and X libraries

Hi!

Looking through recent bulk builds on NetBSD, I found something that I 
don't understand.

Looking at https://releng.netbsd.org/bulktracker/build/1960, there are a 
number of X libraries (libXfont2, libXt, libXau, libX11, etc.) which are 
always marked as prefailed , but "breaking" about 50 other packages.

I assume that's modular X11, which is skipped when using native X11? I 
am a bit surprised that these show up as "prefailed". Maybe we should 
add a new "skipped" status or something?
