What I meant, was that if there is a reason to issue a warning, then
maybe it should just be issued, and not conditional on PKG_DEVELOPER.

In the case of USE_CMAKE, maybe CHECK_PKGSRC_DEPRECATED?=warn if
PKG_DEVELOPER, vs CHECK_PKGSRC_DEPRECATED?=no if not.

I am leaning towards "PKG_DEVELOPER doing anything other than defaulting
a CHECK_FOO to higher values (on the no/warn/fail scale) is a bug".
