If the library must be visisble to someone linking with p11-kit, then yes it should be a dependency. However, the other question is if libintl appearing in the pc file is a bug. If you could remove that and build ok, then probably it's there gratuitously. This kind of problems seems (unfortunately) fairly common to me.
