Arguably it does; foo >=0 is not true for an unreleased version before
0.

But as Joerg says, use o this pattern seems like a bug.  Either there is
some version for which you need to be >=, or you just need it and
there's no need to give a >=.   So >=0 when there is not a released 0 is
wrong.
