Surely it does need to be added by hand. BUILD_DEFS contains only those
variables that actually affect the build. There are plenty of packages
that don't use VARBASE at all and therefore should not display the
following prominent message:

$ bmake show-build-defs BUILD_DEFS=VARBASE
==========================================================================
The following variables will affect the build process of this package,
pkglint-5.3.5. Their current value is shown below:

        * VARBASE = /home/rillig/pkg/var

You may want to abort the process now with CTRL-C and change their value
before continuing. Be sure to run `/home/rillig/pkg/bin/bmake clean'
after the changes.
==========================================================================

If VARBASE were added unconditionally, all packages would show this
large box when being built.
