CONFLICTS variable is terrible

I's not clear for me what happens with NetBSD mailing lists.
Day ago, I've sent this
http://mail-index.netbsd.org/tech-userlevel/2008/11/02/msg001380.html
to the wrong mailing lists (by mistake, of course)
and then resent the same email to tech-pkg@.
But I still cannot see it here. Are mailing lists premoderated?

So, I summarize it:

1) TONS of packages do not set CONFLICTS variable properly.
2) I wrote wip/pkg_conflicts to automate checks for CONFLICTS.
3) Why not to remove CONFLICTS variable at all?
