News this morning was that https://opentf.org/ has just happened, so
presumably we'll add new packages for the forks, and then people might
or might not care about the hashicorp versions.

opentf is unlikely to be ready for 2023Q3, so it is probably best to
refrain from updating any hashicorp packages to non-Free versions before
the branch.
