hashicorp license change

Hi!

Just a heads-up, hashicorp, the company behing terraform, consul,
packer, vault, vagrant, and a couple other software projects, changed
the license of some of its software from MPL to BSL (business source
license).

Please make sure to check and update the LICENSE variable when you
update any hashicorp software to a version after the license change.

P.S. If someone knows what The Register article means with the MariaDB
reference (which still seems to use (L)GPL and not BUSL, AFAICT),
please let me know.
