Yes, it has it's own source build system but, you need to bootstrap it.
It's not on by default.

I haven't tried pkgsrc but, should be no problem.
I'm using the musl libc base, which could pose some extra hurdles.
But if you stick to glibc, it should be rather straightforward.
Be aware that Void ships with dash as default shell, so you might need to install bash
and perhaps some other gnu-tools before bootstraping pkgsrc.
