It doesn't really.  It uses pkg_tarup to create a binary package of what
was installed.  There is some code to do unreplace that puts the binary
package back.

pkg_rolling-replace depends on pkg_tarup, so I don't have an actual
problem.

It certainly would be nice if invoking 'make replace' ensured that
pkg_tarup was installed.  (pkg_tarup can be built out of pkgsrc, so I
don't think it belongs in bootstrap.)
