I misunderstood. I assumed was using X11_TYPE=modular since was 
installing xsetroot.

(But even if using modular the above suggestion is probably still needed 
since the  BUILDLINK_API_DEPENDS.xproto is too old unless something 
else forced a newer version; I see some components need 7.0.13.)
