It looks like a case of "not invented > here" that plagues the *BSD ecosphere. pkg_install is a collection of tools that more or less operates on single packages, with the only exception I know of being that pkg_install can recurse to install dependencies. pkgin is a whole-package-set tool, and they work together. So this "do you type pkg_add -u or do you type pkgin ug" is really an unimportant distinction.
