Maybe not like you think.

The GROW_RESOURCES request occurs precisely every 100ms. That is
caused by a 100ms delay whenever iscsi fails to "grow resources".
You don't see a message "Grow send window to..." either.

So yes, that's an issue with the initiator that can be fixed.
