should be:
menu=Boot Xen:load /netbsd.XEN3PAE_DOM0 console=pc root=sd0a; multiboot 
/usr/pkg/xen41-kernel/xen-debug.gz dom0_mem=3000M

root= is a NetBSD option, not a xen option
