No, it is not. "pkgsrc-2009Q4" comes with 0.45. Something is broken
about your package source tree.
Okay. How do I find out and how do I fix this?

By answering my questions above:
1.) Which CVS command did you use?
cd /usr/pkgsrc/
cvs update -rpkgsrc-2009Q4 -dp
2.) Which CVS mirror do you use?
I had added this to my .profile:
       export CVSROOT="anoncvs%anoncvs.NetBSD.org@localhost:/cvsroot"
