Only if you configure it to do so.

If you use the BIND bundled with NetBSD's and configure to use (the
also bundled) "root.cache" it can run completely independent of
the broken router.

With that setup you can even run NetBSD kernel and userland compiled
with the default options and won't get any IPv6 related delays.
