Just a guess, but maybe try adding RAM to the qemu config?

Anything is possible, but the last working build (before all of the recent build breaks) says

  NetBSD 5.99.45 (INSTALL) #0: Fri Feb 4 13:39:21 PST 2011

root%lightning.whooppee.com@localhost:/test-bed/obj/sys/arch/amd64/compile/INSTALL
  total memory = 32368 KB
  avail memory = 13964 KB
  mainbus0 (root)
  cpu0 at mainbus0 apid 0: QEMU Virtual CPU version 0.12.4, id 0x623

So neither the environment nor the INSTALL kernel have changed in size.
