Apparently it is, otherwise there would be no conversion problems. And
at least some particular artifacts in the state which cause conversion
issues were identified.

That's exactly what's this discussion about. Some people don't care
about keyword expansion and would use git only without issues, some
people only use cvs, won't use anything else and don't care if the cvs
repository can be used in ways they won't use it.

With this approach there is no middle ground, it's one or the other.
