Maybe so, and it's better to use release source sets in daily snapshot:
ftp://ftp.NetBSD.org/pub/NetBSD-daily/netbsd-5/[latest date]/source/sets/

Note you don't have to build whole userland if you are trying a new kernel.
"sh build.sh -m [your target machine] tools kernel=GENERIC"
should work.
