openssl problems?

I upgraded a machine to 5.99.6 (about a week old).  A newly-compiled
fetchmail isn't working; an older one is.

The new one displays this message

140187686502308:error:14094410:SSL routines:SSL3_READ_BYTES:sslv3 alert
handshake failure:/usr/src/crypto/dist/openssl/ssl/s3_pkt.c:1116:SSL
alert number 40

when connecting to mail.columbia.edu.  It uses /usr/lib/libcrypto.so.4
and /usr/lib/libssl.so.6.  The working one uses libcrypto.so.3 and
libssl.so.4.  The new openssl s_client works, so I'm not sure what's
going on.  Theories?
