pkgsrc frozen for 2024Q4

Hi all,

The tree is now frozen in preparation for 2024Q4.  The 'gdt' rules as 
per:

  https://www.pkgsrc.org/quarterly/

are now in effect.  Please be extra extra careful about any changes that 
are made, and make sure they are pkglint clean.

If all goes well we'll branch next week.  Unfortunately bulk builds are 
broken right now so it's going to be a day or so at least until we get 
up-to-date results on the state of the tree.
