It has been documented since the beginning of this feature:
# We of course only choose versions in pkgsrc, and tend towards a gcc
# version included in a NetBSD release, because those are known to

Perhaps not explained very well, but mixing GCC versions is generally
not working particularly well in pkgsrc at the moment - for non-leaf
packages especially.
