And do what?  I have more or less come to the conclusion that haivng
optional behavior switched on and off by what's in the filesystem just
causes trouble, and we should try to get to "use what's configured" and
expect people to either force PKG_DBDIR or migrate.

Agreed, pkg_install should absolutely not be going around looking in different places for the "correct" pkgdb to use, it will only cause problems.

Whilst this issue has been NetBSD-specific I've not commented on it, but I'd strongly oppose any change to pkg_install which would introduce such flaky behaviour.
