pkgsrc-2017Q3 release.
For the 2017Q4 release we welcome the following notable package

- 266 perl package updates (almost all perl packages are up to date)
- 450 python package updates
- 87 ruby package updates
- 29 erlang package updates
- postgresql 10
- php 7.2
- clang/llvm/lldb 5.0.0

We say goodbye to:
- emacs 22,23,24 (25 is current, and 21 remains)
- KDE 3
- gdb 5 and 6
- firefox 10 through 38
No significant infrastructure changes were introduced.
This branch is the last to contain apache 2.2.
Instructions on using the binary package manager can be found at
http://pkgin.net, and pkgsrc itself can be retrieved from
https://github.com/NetBSD/pkgsrc or via cvs or tar file -- see
https://www.netbsd.org/docs/pkgsrc/getting.html. The branch name for
the 2017Q4 branch is "pkgsrc-2017Q4".
