With pkg_add 20130902 on netbsd-6, I get:

# pkg_info -Q automatic gtk-doc
yes
# pkg_add -u gtk-doc-1.20nb1.tgz
pkg_add: package `gtk-doc-1.20nb1' was already installed as dependency,
now marked as installed manually
# pkg_info -Q automatic gtk-doc
#

So I'm not clear on what's going on. But I don't mind you tweaking the
man page; presumably you have the pkg tools corresponding to the sources
near the man page installed.
