So far you didn't exactly support your assertion so there was no

All ordinary slots in ordinary PeeCees are 5V *only*, not dual
voltage.
I know that. Same goes for old Macs, which is why I mentioned them.
The card in question surely works in an ordinary PeeCee therefore it
is capable of working at 5V.
