You can install a real-time clock. Unlike normal computers, the Raspberry Pi does not have an RTC so when it powers up there is no way to know the current time. I don't understand the first warning, but I have a RPI3 for weewx and I have a script to wait until NTP is happy before starting the weather program (because it needs the date right to interact with the weather station and log, long story not relevant). If you choose not to install a clock, you should wait until NTP is stable before doing anything that will cause trouble if the time is when you last shut it down. Note that DNSSEC and wrong time do not play well together, if you machine is off for a long time.
