This flag influences how clock rate changes are applied. The default behavior in sunxi_ccu_nkmp.c is to update all 4 fields at once. With the SUNXI_CCU_NKMP_SCALE_CLOCK flag set, the target rate is gradually set by writing fields in a special order and inserting delays between the register writes.
