Hi bad@ - I cannot reproduce this (admittedly 5 year old PR). fetch-list seems
to behaviour you way you describe in the PR.

e.g.
cjep@netamd% make fetch-list | sh

convertors/rpm2cpio - also seems to do TRT.

devel/fromcvs - also.

The distfile created is the intended one generated from the variables in the
Makefile rather than the actual file name.
