In my (perhaps biased) opinion, the packaging in this submittal is cleaner. It fixes all the paths in the man pages, includes two patches already accepted upstream, updates the description to match the current blurb on the openntpd home page, and adds smf support. On the other hand, the other submittal includes some changes to the portability layer for netbsd. However, I don't think there was coordination with upstream on them and I don't know that they'd be accepted as is. I don't have a netbsd box to test with at the moment.

My suggestion would be to integrate this submission for the version update, then ask the other submitter to work with upstream (I found Brent very responsive) to make a netbsd portability patch that would be accepted for the next upstream release and then layer that on top of these changes.
