I ran into this as well, and filed PR pkg/59686 a while ago as a hopeful
starting point towards a fix:

Short answer is it's apparently outdated code in sysupgrade. For now I'm
using a workaround in sysupgrade.conf for my rpi4b:
$ grep ^ARCHIVE_EXTENSION /usr/pkg/etc/sysupgrade.conf
ARCHIVE_EXTENSION=tar.xz
