I see this was added to mirrors/index.xml

I see we still have localsrc/admin/mirrors/ with the database and 
scripts for generating mirrors webpage (but not using docbook) and 
script for checking the mirrors. I don't know if that database is used 
and I don't know what is used for the "Weekly mirror quality check". Can 
someone point me to the docs for adding mirrors?  (Should 
localsrc/admin/mirrors be removed or changed?)
