It may be deeper (or shallower) than that; the /usr/share/info/dir
files I have are sorted within categories. Only the order of the
categories differs. So it might be sufficient to arm install-info with
an ordering for categories. Or to seed the file with dummy entries in
known categories up front, and remove them at the end.

I would guess in etc/.
