 I see the following categories in my /usr/share/info/dir file:
 
 Administration
 Editors
 GNU Gettext Utilities
 GNU Packages
 GNU packages
 Individual utilities
 Miscellaneous
 Programming
 Security
 Software development
 Texinfo documentation system
 Text creation and manipulation
 Typesetting
 
 I don't see an option for install-info to add a category (without a
 file), so we probably have to add them manually.
 
 I just did manual tests: If a line 'Editor' exists, install-info run
 on vi.info adds it below that. So one possible solution would be to
 add the lines mentioned above (in any order, I sorted them).
