hi, all.

i nuked wctrans_init(), because it's not good idea(make tow* func
little bit slower).
we can statically initialize _DefaultRuneLocale.rl_wctrans field
and dynamically allocated _RuneLocale also can do it
at their constructor_citrus_LC_CTYPE_create_impl().

pkgsrc/shells/standalone-tcsh must be rebuilded,
because it is statically linked binary.
