Well, as Matt Thomas pointed out, it's a bit late to move it, but yes,
I would say it should.  (I also think various other things, such as the
tty driver interface includes, should go there too, but they are even
less movable.)

While I doubt it needs saying to you, I'll try to head off some
possible misunderstandings by remarking that just because a mistake has
been made is not, in itself, a reason to make it again.
