I don't think it is intentional, it just is not well documented (I always
wanted to fix it for sparc64 but had no idea how). It is activated
by port here:

  amd64
(http://nxr.netbsd.org/xref/src/distrib/amd64/ramdisks/ramdisk/Makefile#7)
  ofppc
(http://nxr.netbsd.org/xref/src/distrib/ofppc/ramdisks/ramdisk/Makefile#6)
  i386
(http://nxr.netbsd.org/xref/src/distrib/i386/ramdisks/ramdisk-big/Makefile#8)
  cobalt (http://nxr.netbsd.org/xref/src/distrib/cobalt/ramdisk/Makefile#25)
  hp700 (http://nxr.netbsd.org/xref/src/distrib/hp700/ramdisk/Makefile#24)
  ibmnws
(http://nxr.netbsd.org/xref/src/distrib/ibmnws/netboot/ramdisk/Makefile#24)
  macppc
(http://nxr.netbsd.org/xref/src/distrib/macppc/floppies/ramdisk/Makefile#25)
  rs6000 (http://nxr.netbsd.org/xref/src/distrib/rs6000/ramdisk/Makefile#27)
  x68k
(http://nxr.netbsd.org/xref/src/distrib/x68k/floppies/ramdisk/Makefile#27)

I will fix it for sparc64 now.

Martin
