I see a need for a flag (let's call it "MKDETERMINISTIC"), which would
turn on the deterministic ar behaviour, and also turn on other things
related to deterministic builds.  I see a need for third party software
to be able to use such a MKDETERMINISTIC flag.  What I don't see is
why either NetBSD or third party software would need the ability to
turn on the deterministic ar behaviour without also turning on other
deterministic behaviour.

Could you give an example of a situation in which third party software
would want to turn on MKARZERO, but would not want to turn on other
things implied by MKDETERMINISTIC?
