I see this as well. I noticed when the display is not set up, it always
will work when I "shutdown -r now" the machine (at least I have not seen
any failure in that case).
It also seems to happen more often when you boot on battery instead of
line power (but maybe that is an entirely different issue, I think I have
seen older u-boot versions hang before exiting to the final u-boot in
that case but have not tested with battery + serial console lately).
